กรมทางหลวงจะดำเนินการเปิดรับฟังความคิดเห็นภาคเอกชน (Market Sounding) สำหรับการให้เอกชนร่วมลงทุนในโครงการทางหลวงพิเศษระหว่างเมืองหมายเลข 5 สายทางยกระดับอุตราภิมุข ช่วงรังสิต - บางปะอินตามประกาศคณะกรรมการนโยบายการร่วมลงทุนระหว่างรัฐและเอกชน เรื่อง หลักเกณฑ์และวิธีการรับฟังความคิดเห็นของภาคเอกชน พ.ศ. 2563 ผ่าน 2 ช่องทาง คือ
- ทางระบบเครือข่ายสารสนเทศ ผ่านทาง www.doh.go.th และ www.doh-motorway.com
- เผยแพร่ข้อมูล ระหว่างวันที่ 21 ตุลาคม – 12 พฤศจิกายน 2568
- เปิดให้แสดงความคิดเห็น (แบบสอบถามออนไลน์) ระหว่างวันที่ 6 – 12 พฤศจิกายน 2568
- การจัดประชุมสัมมนาในวงกว้าง
- เผยแพร่ข้อมูลและเปิดให้แสดงความคิดเห็นในวันพฤหัสบดีที่ 6 พฤศจิกายน 2568 เวลา 08.30 – 12.00 น. ณ ห้องบอลรูม ชั้นล็อบบี้ โรงแรมอนันตรา กรุงเทพฯ
วัตถุประสงค์
- เพื่อแนะนำและให้ข้อมูลส่วนที่เป็นสาระสำคัญของโครงการแก่นักลงทุน
- เพื่อประเมินความสนใจและสร้างความเชื่อมั่นในการลงทุนของภาคเอกชน
- เพื่อรับฟังความคิดเห็น/ข้อเสนอแนะจากนักลงทุนและผู้เกี่ยวข้อง สำหรับนำไปประกอบการปรับปรุงร่างประกาศเชิญชวนเอกชน ร่างเอกสารสำหรับการคัดเลือกเอกชน และร่างสัญญาร่วมลงทุน
- เพื่อให้มีการเผยแพร่ข้อมูลข่าวสารผ่านสื่อต่าง ๆ สู่กลุ่มเป้าหมายและสาธารณชนในวงกว้างให้เกิดการรับรู้อย่างรวดเร็วและทั่วถึง

- หน่วยงานภาคเอกชน/ผู้ประกอบการงานก่อสร้าง/งานระบบ/ผู้ให้บริการเดินรถ (Operator)

- หอการค้าไทยและหอการค้าต่างประเทศในไทย
- สถานเอกอัครราชทูตต่างประเทศในไทย
- สื่อมวลชน
ผลที่คาดว่าจะได้รับ
- ได้รับความคิดเห็นจากภาคเอกชนที่เป็นประโยชน์ต่อการจัดเตรียมเอกสารร่างประกาศเชิญชวน ร่างเอกสารสำหรับการคัดเลือกเอกชน และร่างสัญญาร่วมลงทุน
- รับทราบระดับความสนใจของภาคเอกชนในการร่วมลงทุน
- เกิดการรับรู้ของภาคเอกชนที่สนใจเพื่อเตรียมความพร้อมในการยื่นข้อเสนอการร่วมลงทุนโครงการ
กรมทางหลวงจึงขอเชิญผู้สนใจ รับทราบข้อมูลโครงการและร่วมนำเสนอข้อคิดเห็นต่าง ๆ ตามวัน เวลาและช่องทางดังกล่าว

The Department of Highways is holding a Market Sounding for Uttraphimuk Elevated Motorway Project, Rangsit – Bang Pa-In Section, Public-Private Partnership, in accordance with the Announcement of the PPP Policy Commission Regarding Criteria and Methods for Public Hearings from the Private Sector, B.E. 2563 (2020), through 2 following channels:

- Information Dissemination: October 21 - November 12, 2025
- Open of Comments/Feedback (Online Questionnaire): November 6 – 12, 2025
- Market Sounding Seminar
- Information dissemination and open for comments/feedback on Thursday, November 6, 2025, between 08.30 am. and 12.00 pm., at the Ballroom, Lobby Floor, Anantara Siam Bangkok Hotel
Objectives
- To provide investors with essential project information
- To evaluate private parties’ interest and build confidence among them in PPP participation
- To obtain ideas/comments from investors and stakeholders for preparation of the Draft Invitation to Bid, Draft RFP and Draft PPP Contract
- To disseminate information to the public and target groups, through various types of media, to rapidly and thoroughly create project awareness and understanding among them

Expected Outcome
- Useful information received from the private sector for preparation of the Draft Invitation to Bid, Draft RFP and Draft PPP Contract
